Mindy E. Weinstein



Director, EEOC Washington Field Office  

Mindy is the Director of the EEOC’s Washington Field Office, where she oversees investigations, mediations, federal sector hearings, and the office’s outreach and education program in Washington, DC and Northern Virginia.  Ms. Weinstein’s prior experience includes serving as the EEOC’s Regional Attorney in Charlotte, North Carolina; a Special Assistant to former EEOC Vice Chair Leslie E. Silverman and former EEOC Chair Evan Kemp; an attorney in the EEOC Office of General Counsel’s Systemic Litigation Program; and a trial attorney in EEOC’s Baltimore office.  She also previously served as a Special Assistant United States Attorney in Washington, D.C.  She is a frequent speaker on a range of employment discrimination matters.



Samuel A. Mancilla



Supervisory ADR Coordinator, EEOC Washington Field Office
Samuel serves as the Supervisory ADR Coordinator at the Equal Employment Opportunity Commission (EEOC), Washington Field Office, responsible for overseeing all aspects of the mediation program. Prior to returning to the EEOC, he served as the National ADR Program Manager at the Federal Aviation Administration (FAA). Mr. Mancilla is an experienced and dedicated advocate with a strong foundation in the theory and practice of mediation. Mr. Mancilla holds a graduate degree in Dispute Resolution from Pepperdine University, Caruso School of Law and in Legal Studies (Employment Law) from Catholic University of America, Columbus School of Law.
